Thomas Phelan, CPA, President and CEO

Thomas J. Phelan, CPA, is President and CEO of Chesapeake Employers’ Insurance Company, formerly IWIF. In this capacity, he is responsible for setting the vision for the organization, making strategic decisions, and is accountable for the organization’s financial results. Mr. Phelan reports to Chesapeake Employers’ nine-member Board of Directors. He was appointed President and CEO in April 2007.

Prior to this, Mr. Phelan held the position of Chief Financial Officer and Executive Vice President of Finance. In this role, he was responsible for budgeting, forecasting, modeling, variance analysis and reporting of financial results. In addition, Mr. Phelan oversaw the Underwriting, Loss Control, Premium Audit, and Information Systems departments. He joined the company in 1990 as Actuarial Coordinator and Internal Auditor.

Prior to his career with the company, Mr. Phelan worked as a Legislative Auditor for the State of Maryland. In this capacity, he audited various state agencies and organizations, including organizations with $1 billion in annual appropriations.

A cum laude graduate of Towson University, Mr. Phelan is a Certified Public Accountant. He has taken extensive post-graduate coursework in mathematics.

Mr. Phelan served as President of the American Association of State Compensation Insurance Funds (AASCIF) from 2012 to 2014. Mr. Phelan is also Board President of Kids' Chance of Maryland, Inc., an educational scholarship fund. He is actively involved in his church’s Habitat for Humanity ministry.

Paige Beck, CPA, Chief Innovation Officer

Paige Beck, CPA, is Chesapeake Employers' Insurance Company’s Chief Innovation Officer. In this position, Ms. Beck oversees the Information Systems and Underwriting departments as well as the implementation of the company’s core system.

Previously, Ms. Beck was Chief Administrative Officer where she oversaw all corporate departments. These departments included: Information Systems; Distribution and Imaging; Marketing and Business Development; Communications and Strategic Planning; Legal; and the Customer Contact Center. Ms. Beck is also involved with the development of the company's business plans.

During her 20-year tenure with the Towson-based insurer, Ms. Beck has served as CFO/CAO, head of the Internal Audit department and as Assistant Vice President of Finance. Prior to joining the company, she was employed with the Office of Legislative Audits.

She is a member of the Maryland Association of Certified Public Accountants and a graduate of Towson University, where she earned a bachelor’s degree in accounting.

Carmine D’Alessandro, Chief Legal Officer

As Chief Legal Officer for Chesapeake Employers Insurance, Mr. D’Alessandro oversees the Legal, Special Investigations, Subrogation, Premium Audit and Compliance functions for the organization. He also acts as advisor to the Claims department and assists with legislative and regulatory matters.

Prior to his current title, Mr. D’Alessandro was Vice President of Legal for Chesapeake Employers. Mr. D’Alessandro joined the company in July 1994 as an attorney. He was later promoted to Director of the Legal department; Assistant Vice President of Claims, where his responsibilities included the management of the company’s private claims; and Assistant Vice President and Vice President of Legal Services.

He received his bachelor’s degree from George Washington University in 1990 and his J.D. degree from the University of Baltimore School of Law in 1993.

Mr. D’Alessandro is a member of the Maryland Bar, the District of Columbia Bar, Maryland Defense Counsel and the Baltimore County Bar Association.

Rona S. Finkelstein, Esq., Chief Compliance Officer

Rona S. Finkelstein, Esquire, is Chief Compliance Officer for Chesapeake Employers' Insurance Company. In this role, she oversees our corporate regulatory compliance program. Since joining the company in 1988, Ms. Finkelstein has held various management positions including Senior Vice President of Human Resources and Legal Services. Previously, she spent five years in private practice where she specialized in litigation.

Ms. Finkelstein graduated from the University of Baltimore School of Law, cum laude, in 1983 and was admitted to the Maryland Bar that same year. While at the University of Baltimore, she received the American Jurisprudence award for civil litigation and was a member of the law school's National Moot Court Team.

Ms. Finkelstein has made presentations on compliance topics at the American Association of State Compensation Insurance Fund’s (AASCIF) Law Workshop. Additionally, she has presented on workers' compensation topics on behalf of Chesapeake Employers, The Maryland Institute for Continuing Professional Education of Lawyers, Inc., and the Safety Council of Maryland. Currently, Ms. Finkelstein serves on the board of directors for Kids' Chance of Maryland, Inc., Kids’ Chance of America, Inc., and the Association of Insurance Compliance Professionals.

Song “Mitch” He, CFA, CPA, Chief Investment Officer

Song “Mitch” He, CFA, CPA, is Chief Investment Officer for Chesapeake Employers’ Insurance Company. Mr. He manages the company’s investment portfolio and advises the company’s board of directors on investment strategies to maximize portfolio performance.

Prior to accepting the CIO position with Chesapeake Employers, Mr. He was Director of Investments for Horace Mann Insurance Companies, a multi-line, publicly listed insurance group based in Springfield, Ill. His prior experience also includes five years at Denver, Co.-based Keating Investments, LLC (n/k/a/ BDCA Venture Adviser, LLC), where he served as Vice President and Senior Analyst of Investment Banking, Due Diligence and Portfolio Company Advisory.

Mr. He possesses an MBA in finance and a Master of Science in accounting from the University of Illinois at Urbana Champaign. He also possesses a bachelor's degree in electronic engineering from Wuhan University of Technology, China. Mr. He is a Registered Certified Public Accountant in Illinois and a holder of the Chartered Financial Analyst® designation awarded by the CFA Institute.

Mr. He joined Chesapeake Employers’ Insurance Company as Chief Investment Officer on January 20, 2015.

Kama Kolbe, Vice President, Underwriting and Safety Services

Kama Kolbe, Vice President of Underwriting and Safety Services, joined the company in May 1998. Ms. Kolbe is responsible for developing and implementing underwriting strategies to achieve targeted results for the company and oversees the Safety Services operations in support of our focus on safety.

Previously, Ms. Kolbe served in various management capacities in our Underwriting department. Prior to joining the company, she served as Branch Manager for Continental Insurance’s Custom Markets Center in Richmond, VA. Ms. Kolbe has held a variety of underwriting management positions with CNA, Continental Insurance, Fireman’s Fund and Royal Insurance.

Ms. Kolbe is an active member of the American Association of State Compensation Insurance Funds, is a past member of the association’s Health and Safety Committee, and currently serves on the Policyholder Services Committee.

Lisa A. Kruska, Vice President State of Maryland & Strategic Business Units

Lisa Kruska, Vice President of State of Maryland and Strategic Business Units (SBU), is responsible for leading the company's State of Maryland claims and risk management program as well as the SBU, which is a multi-disciplinary team specializing in providing focused service for governmental and direct policyholders.

Previously, Ms. Kruska served in a number of roles, including Assistant Vice President of Claims and Director of Business Development for Lighthouse Risk Solutions, a former division of Chesapeake Employers.

Prior to joining the company in 1998, Ms. Kruska held a variety of management positions with Central Life Assurance Company, Celtic Life Insurance Company and Travelers Insurance Company. She also possesses extensive experience in the group health insurance industry.

Ms. Kruska received her bachelor’s degree from the University of Wisconsin.

Frank Linardi, Jr., CPA, Chief Financial Officer

Frank Linardi, CPA, is the Chief Financial Officer for Chesapeake Employers. As CFO, Mr. Linardi oversees all financial activities for the organization, including preparing financial reports, summaries and forecasts for business growth. He also tracks the general economic outlook for Maryland business as it relates to Chesapeake Employers. Additionally, Mr. Linardi oversees the actuarial and Chief Risk Officer reporting duties for the company.

Before his promotion, Mr. Linardi was Vice President of Finance and Controller. Prior to joining the company in August 2001, Mr. Linardi was employed with Blackboard, Inc. as a Manager of Financial Reporting, and Zurich Insurance as Assistant Controller for more than 16 years.

Mr. Linardi possesses a bachelor’s degree in Accounting from Loyola College in Baltimore. He is a member of the Maryland Association of Certified Public Accountants, is on the Board of the Maryland Self-Insurers’ and Employers’ Compensation Association, and is currently the treasurer for St. Stephen Soccer Council.

Paulette Lundy, Vice President, Human Resources

Paulette Lundy, Esq., SPHR, joined the company in 2007 as Director of Claims. She was appointed Director, Human Resources in May 2008. In June 2010 she was promoted to Vice President, Human Resources. Her current responsibilities include performance management, employee relations, succession planning, and training and development. Prior to joining the company, Ms. Lundy was Statewide EEO Coordinator for Maryland Department of Budget and Management, Assistant Commissioner for Equal Employment Opportunity at the NYC Fire Department and a labor and employment litigation attorney for the NYC Transit Authority.

Ms. Lundy earned her Juris Doctor degree from the University of Miami School of Law; a bachelor’s degree in communications, law and political science from Pace University; and a master’s degree in Human Resource from Towson University.

She is a member of the Society for Human Resource Managers (SHRM) and holds the designation of Senior Professional in Human Resources (SPHR). In addition, she is a member of the Maryland, District of Columbia and New York Bar, and a member of many other trade associations including the American Society for Training and Development (ASTD).

Robert Marshall, Vice President, Chief Risk Officer

Robert Marshall was appointed Vice President and Chief Risk Officer in August 2012.  His responsibilities include leading the Enterprise Risk Management initiatives around identifying, quantifying, and correlating major risks affecting the company and utilizing them as catalysts for ongoing strategic planning.  In addition, he is responsible for coordinating our Business Continuity Planning and Disaster Recovery activities.
 
Mr. Marshall joined the company in 1993 as a Senior Database Administrator, was promoted to Manager of Systems and Integration in 1996; and acted as our Vice President of Information Systems from 1997 to 2011 and Chief Technology Officer from 2010 to 2011.  Previously, he was employed at Nova Pharmaceutical Corporation for 10 years in various roles including Manager of Information Systems from 1987 to 1993.

A summa cum laude graduate of the Pennsylvania State University and Phi Beta Kappa member, Mr. Marshall has also completed various graduate courses in information systems and business at the University of Maryland and Johns Hopkins University.  He has spoken on various aspects of our business process automation initiatives at the Insurance Accounting & Systems Association annual meeting, workshops for the American Association of State Compensation Insurance Funds, and user conferences and webinars for the Oracle, Ivans, and Kofax Corporations.  In addition, Mr. Marshall is a past President of the Eastern Orchid Congress and has served numerous volunteer roles in local orchid societies over the past 25 years.

Timothy K. Michels, Esq., Chief Operations Officer

Timothy Michels is Chesapeake Employers’ Chief Operations Officer. In this leadership role, Mr. Michels oversees the Claims department, IWIF State of Maryland Unit, Communications and Strategic Planning. 

During his 20-year tenure with the company, Mr. Michels first worked as an attorney in the Legal department, before being promoted to Director of Claims. Mr. Michels has also served as both Vice President and Executive Vice President of Claims overseeing the Claims operation for both private and State claims, the relationship between IWIF and the State Employee Risk Management Association (SERMA), Fraud Operations and Subrogation. He has overseen Underwriting, Safety Services and Premium Audit.

Mr. Michels received his undergraduate degree from the University of Notre Dame. Mr. Michels graduated from the University of Baltimore, School of Law in 1984 and has been a member of the Maryland Bar since 1985.

Mr. Michels currently serves on the board of Maryland Workers’ Compensation Educational Association (MWCEA) and The Franciscan Center of Baltimore, a non-profit organization.

Sharon Rowell, Chief Administrative Officer

Sharon Rowell, Chief Administrative Officer for Chesapeake Employers’ Insurance Company, oversees the Human Resources, Marketing and Business Development, Customer Contact Center, and Distribution departments.

Ms. Rowell’s previous positions include Vice President and Assistant Vice President of Marketing and Business Development, Director of the Strategic Business Unit (SBU), and Director of the Premium Audit department. Her professional career with Chesapeake Employers also includes positions held in the Claims Management, Internal Audit, and Finance departments. Prior to joining the Chesapeake Employers’ team, Ms. Rowell worked with Maryland’s Office of Legislative Audits.

Ms. Rowell earned her bachelor’s degree in accounting from Bowie State University in Maryland and a Master’s of Business Administration from the University of Central Michigan.

Rial R. Simons, FCAS, MAAA, Chief Actuary

Rial R. Simons joined the company in 2000 as Chief Actuary. His actuarial function includes advising senior management on matters such as premium pricing structures, profitability, market opportunities, annual forecasts, reserves, as well as reinsurance and surplus level needs.

Mr. Simons' actuarial career spans 30 years. Prior to joining the company, he was Chief Actuary for the Louisiana Workers' Compensation Corporation. He has held actuarial positions at Maryland Insurance Group, a division of Zurich Insurance Group; Royal Insurance Group and Utica Mutual Insurance Company. He is a Fellow of the Casualty Actuarial Society and a member of the American Academy of Actuaries.

Mr. Simons graduated cum laude from Syracuse University with a bachelor’s degree in mathematics. He also earned a master’s degree in applied and computational mathematics from Johns Hopkins University. He holds an Associate in Risk Management and an Associate in Reinsurance.

Donna C. Wilson, Senior Vice President, Strategic Planning and Communications

Donna C. Wilson joined the company in 1996 as a business consultant and was instrumental in creating our strategic plan. In her current capacity, Ms. Wilson is responsible for corporate communications, public and community relations, strategic planning.

Prior to her employment with the company, she spent 16 years at Avon Products, Inc. in various management and executive positions. Previously, she was a consultant for Booz Allen Hamilton, specializing in property/casualty insurance, and a Management Associate in the Office of Management & Budget in the Executive Office of the President of the United States.

A graduate of Western College for Women, Ms. Wilson holds masters degrees from Simmons College School of Social Work, Harvard University School of Government and Columbia University Graduate School of Business. In 2011 and 2015, she was featured as one of the Top 100 Women in Maryland by the Daily Record. Ms. Wilson serves on several community non-profit boards of directors. She is an Adjunct Professor of Strategic Management at the Johns Hopkins University, Carey School of Business and the University of Baltimore, Merrick School of Business.
